The following itinerary I planned is based on the best snorkeling spots in the Philippines. This is one of the best routes in the Philippines if you are going to spend at least 3 weeks in the archipelago.

DUMAGUETE · 1 night. Sleep Stop.
APO ISLAND · Day Trip · Snorkel: Sea Turtles paradise.
SIQUIJOR (Part 1),(Part 2),(Part 3) · 6 nights · Waterfalls, beaches & Local
PUERTO PRINCESA · No stay. Bus to Port Barton.
PORT BARTON · 3 nights · Snorkel: Local island-hopping.
EL NIDO · 6 nights · Snorkel: Island-hopping, beaches & Lagoons.
CORON · 3 nights · Snorkel: Local island-hopping.
TIPS: If you just have 3 weeks to 1 month: avoid the big cities: Manila and Cebu.
Take into account the typhoon alerts, the ships will be canceled and this situation can block your stay with no escape from the island.
I would also avoid Boracay as this is the most touristic place crowded with couples and backpackers looking for “party”.
